SMBH Does That: Civic Edition

Martinsburg, West Virginia, has seen significant upgrades to its civic buildings, and we are proud to have contributed to two of these projects: the City Hall and the Municipal Court & Police Station. These upgrades have not only improved functionality but also introduced modern design features that are sure to captivate the eye.

The first project was the relocation of the Municipal Court and Police Station to a site near City Hall. The ground floor features a community room conveniently situated next to the main public library and a security screening area. It also includes a multi-cell holding area, a vehicular sallyport, locker facilities for police officers, and various support spaces. The second level houses the Police Department, which has its own public waiting area and a large squad room with a glass façade that allows natural light to flood the space. On the third story, you will find the Municipal Courtroom and related facilities, including a spacious waiting area and transaction windows for the Court Cashier, Court Clerk, and Magistrate. This level features clerestory windows that provide ample natural light.

After completing the Municipal Court and Police Department, the city focused on renovating the existing City Hall. This was a significant undertaking, as the police and court system had to be relocated, and the first floor became newly vacant. However, with careful planning and execution, the remaining departments—such as planning, finance, development, human resources, and administration—were able to expand and double their footprints within the building. The extensive renovation included updates to the HVAC, plumbing, and electrical systems, along with a revamped Council Chambers and flexible office interiors designed to enhance staff engagement and collaboration.
