As the City of Martinsburg experienced growth in its Police Department and Municipal Court operations, the need for additional space became evident. To address this, the city acquired a parcel of land near City Hall, specifically at the intersection of West Race and North College Streets, where the local American Legion chapter once operated. This site was considered a suitable location for a new Police headquarters and Municipal Court. Collaborating closely with city officials, police representatives, and court personnel, we provided full structural services on the new building.
The building’s design reflects a dynamic interplay of solid and void spaces, shaped by the intended functions within. On the ground floor, a community room is conveniently positioned adjacent to the main public lobby and security screening area. The rest of the first level includes a multi-cell holding area, a vehicular sallyport, locker facilities for police officers, and various support areas. The second level houses the Police Department, featuring its own distinct public waiting area and a spacious squad room designed with a glass façade that floods the space with natural light and offers views of Race Street and the nearby public parking lot serving City Hall.
The Municipal Courtroom and related facilities are located on the third level, which features a spacious waiting area with a clearly marked entrance to the courtroom and private access for court staff. Transaction windows for the Court Cashier, Court Clerk, and Magistrate are conveniently located off the public lobby. This upper level is enhanced by a series of clerestory windows, allowing ample natural light to illuminate both the courtroom and the surrounding offices.
